In Penguin Episode 1, we see a masked man approaching people traveling in the subway, and then he also encounters Oz and Vic. He had a QR barcode in his hand, and below it was written 'The true face of Gotham'. Oz and every fan thought it was a normal barcode, but now we finally know what it was. If you remember the main villain in Robert Pattinson's Batman, the Riddler, then you already know what the antagonist wanted. He wanted to wipe out the corrupt rich people from existence, and for this, he wanted the poor people to rally against the rich.
Penguin begins right where 2022's Batman left off. We see the corpse of Carmine Falcone, as he was killed by Riddler in the movie. Even though the Caped Crusader has put him behind bars, we can't say that his supporters have backed away from his cause. The same picture is shown in the pilot episode of Penguin. The mask that the barcode holder is wearing looks familiar, doesn't it? Well, it's the same mask that Riddler wears.
