A top aide to embattled New York Police Department Commissioner Edward Caban is linked to shadowy groups that work at the police commissioner's behest. Chinese Communist PartyThe Post has learned.
Lin Guiyan was handpicked by Mayor Eric Adams for the top position of assistant director of the Police Commissioner Liaison Unit even though she had limited police experience, sources said.
Lin, 49, was for 12 years vice president of a nonprofit organization linked to a network of CCP-controlled community groups and school associations known as the United Front, according to records seen by The Post.
He has also been seen attending events with or sponsored by prominent members of United Front groups.
The role of the united front is Spreading Chinese disinformation in the USThe United Front is overseen by the Work Department, and funded and controlled by the central government of China.
Lin's ties have come under scrutiny at a time when awareness of Chinese influence in New York has grown. Linda Sun, A former aide to Governor Kathy Hochul said this last week.
Sun has been charged with 10 criminal counts, including money laundering, visa fraud, conspiracy to act as a foreign agent for China and other offenses. He has pleaded not guilty in Brooklyn federal court.
Lynn has been described by sources as Cabán's “right-hand man.” The commissioner himself is under pressure after federal agents raided him and others last week.
Although the reason for the raid has not been made public, sources said the investigation into the raid centered around “improper” influence by China and Turkey on the New York police.
Lin also has close ties Vinnie GrecoA controversial ally of Adams, who is Special Advisor and Director for Asian Affairs.
Greco is also under investigation by federal authorities over private emails and records. He organized trips to China In June, The Post revealed that Adams held the position when he was Brooklyn Borough President.
The FBI also raided Greco's Bronx home in February. He has denied any misconduct and has not yet been charged. His office did not respond to a request for comment from the Post.
According to Chinese-language media, Lin has also attended Greco events sponsored by United Front groups working with the Chinese Consulate in New York.
Lin also received an award from the Dong Guan Association, the same China-funded group that lists Greco as an “advisor” from 2011 to 2023. As The Post previously reported. Greco has denied any connection to the group and said he asked the group to remove his name from the website.
According to a reliable source, shortly after Lynn joined the NYPD in 2022 in a non-uniformed, office-based role, Greco suddenly became a frequent visitor to the police commissioner’s office.
Lynn’s first role was Deputy Director of the Community Ambassador Program, but he quickly rose through the ranks.
According to reports, in early 2023, he joined the Office of the Chief of Patrol and was again promoted to his current rank with a “triple jump” promotion, becoming the first Chinese-American assistant chief in NYPD history.
Announcing his new position last year, he said, NYPD News Described Lin as “one of the highest-ranking Asian-American civilian members of the NYPD” who serves as a “messenger” between community groups and the top cop.
Despite achieving such a high-level position, Lynn spent most of her previous career working in the hospitality industry.
From 2004 to 2016, he worked as assistant manager of the Scarsdale Golf Club, and owns China Star, a Chinese restaurant in the Bronx. He registered that business in 1997, four years after he came to the U.S. from China, according to public records and Chinese-language media reports.
Lynn’s policing experience is limited to auxiliary or volunteer service, and in 2018, he began a three-year stint as an adviser to the White Plains public safety commissioner, sources said.
A call seeking comment from White Plains Public Safety Commissioner David Chong was not returned Tuesday.
Lin's ties to Chinese-American groups began shortly after he arrived in the US as a student in 1993. He served as vice president of the Fujian Changle Nanxiang Benevolent Association of Eastern America, a nonprofit formed in New York in 1993.
He held the position for 12 years, from 1994 to 2006, a source told The Post.
It is unclear what the group's function is, but it is linked to a network of CCP-controlled groups that are part of the United Front. Lin is still close to the group, having been photographed wearing a jacket with a police badge at one of its meetings in January 2023.
The group's chairman at the time was Liu Aihua, who also served as the group's president. The Fujian Association of America, a united front group That’s according to ChinaScope, a Washington, D.C.-based nonprofit that analyzes Chinese-language media.
Shortly after promotion to the NYPD, on September 18, 2023 Lin gave a speech The event was held at a Chinese restaurant in Manhattan during Chinese National Day celebrations. The event was sponsored by the Lienchiang No. 2 High School Alumni Association, located in China's Fujian province.
According to the CIA, such 'alumni associations' of Chinese schools have been identified as united front organisations working on behalf of the CCP.
Several Chinese government representatives, including Chinese Consul General Jing Yulin, were present at the event.
Less than a year later, at a ceremony sponsored by Fujian Tangtou Association In Flushing, Lynn was honored along with two other NYPD members and presented with plaques for “their services to the community.”
“Lin Guiyuan, The assistant director of the Community Affairs Outreach Office said that during his one-year tenure in the position, a number of Chinese police officers were added to various divisions of the city police, including the Crime Prevention Division, which went from having no Chinese police officers to now having 10 Chinese police officers who speak Mandarin, Cantonese, Fujianese and other dialects,” according to a Sinovision video of the event.
“They also welcome more Chinese joining the police force.”
In November 2023, members of the Fujian Tangtou Group as well as the Lienchiang School Group and the Dong Guan Association went to San Francisco to welcome Xi for the Asia-Pacific Economic Cooperation meeting.
There was a conflict between those groups According to reports, pro-democracy activists protested against Xi outside the St Regis Hotel, where the Chinese leader was staying.
Lynn's ties are certain to heap further pressure on Cabán — following raids by federal agents last week that also targeted other key City Hall officials. Cabán now faces mounting pressure to resign.
The NYPD's Deputy Commissioner of Public Information office did not respond to a request for comment on Lin's connections on Monday.
A spokesman for Mayor Adams did not respond to a request for comment Tuesday.
