An NYPD lieutenant alleges in chilling detail how the department’s heavy-handed top cop took advantage of her financial and emotional vulnerabilities to repeatedly sexually assault her in his police headquarters office, according to a new complaint.

According to the complaint, she alleged that Maddrey used what he knew about her past as an incest victim to take advantage of her.
“I think he’s a hunter,” Epps said.
“He’d say, ‘We’re going to save your house’ as if you’re supporting me when really you’re betraying me.”

“He would say ‘Take off your clothes for me right now,'” Epps alleged.
Bizarrely, he ordered her to pay for a vacation to Miami for Maddrey and his wife Helen, Epps claimed in his complaint.
“There was one trip I paid $2,700 for,” he recalled.
“He said make it like a gift. He has a complete script of what he has to say (to his wife).”
He also allegedly asked her to turn over her family’s Lower East Side apartment, which was in her children’s name, to a detective working for Maddrey.
Epps alleged that the first alleged sexual advance with Epps occurred in June 2023 when Maddrey was sitting at his desk with his uniform pants unzipped and rubbing his chest through his white undershirt.
“He said he dreamed of me molesting him,” Epps claimed.
“I said, ‘But Chief, you’re the head of the department.’ . . . But I’m still a– and you’re good looking.
Then he asked her to go to the back room of his office, where he had a couch and a bathroom, she said.
She claimed, “He bent me over the arm of the sofa and when I tried to pull back but he was telling me ‘Just let me put it in a little.'” She claimed.
Next, he reached into a locker near the sofa and took out a jar of KY Jelly from the upper shelf behind and rubbed it on himself, she alleged.
When she asked him to slow down, he said in a low voice, “I’m not trying to hurt you, baby. I’m not trying to hurt you,'” she recalled.
Epps alleged that the two then had sex approximately 10 times.
Epps, who claims she was raped by a relative when she was 4 years old, said she was afraid to tell anyone about Madre.
“Who was I going to tell?” He said.
“Who will believe me?”
According to the complaint, the last alleged sexual encounter occurred on Monday, when Epps approached Maddrey and told her she wanted to retire following the Post’s revelations of her excessive overtime.
Maddrey told her he would speak to Police Commissioner Jessica Tisch on her behalf — but first he demanded she “kiss” him, meaning his penis, according to the EEOC document.
Epps felt he had no choice, but he “acted under duress,” the complaint says.
He applied for retirement shortly thereafter, “marking the culmination of the severe emotional and professional damage he has suffered from Chief Maddrey’s abuse of power.”
After this the department suspended the apps and started investigation against him.
Maddrey denied Epps’s claims.
Maddrey’s lawyer Lambros Lambru said, “What a convenient time to accuse someone of misconduct after being caught stealing time.”
“She is clearly drowning and is in the deep end of the pool with no life preserver. She wants to take down as many people as she can. This is completely baseless, and we deny every aspect of it.
